The Editorial Board may reject submissions before referral to confidential review in the following cases:

• Non-compliance with the journal's publication regulations or falling outside its scope.
• Evidence of prior publication or submission to other journals.
• Evidence of plagiarism or infringement of others' rights.

The Editorial Board establishes a mechanism to implement this and notifies the author of the reasons for rejection.
