Barriers to Utilizing Modern Technology in Supporting Sustainable Development: A Forward-Looking Analytical Study

This study aims to identify and analyze the barriers hindering the optimal utilization of modern technology in achieving sustainable development goals within the Libyan institutional environment. Utilizing the PESTEL framework, the study monitors political, economic, social, technological, environmental, and legal challenges. A Mixed Methods approach was adopted to provide a forward-looking analytical vision, integrating qualitative analysis via NVivo 14 and the Delphi method to survey expert opinions. The findings reveal that technological and legal barriers represent the most significant obstacles, with a critical time gap projected to peak in 2036. Qualitative analysis indicates that achieving "Twin Transitions" (Green and Digital) requires addressing the interdependence between these barriers. The study concludes by proposing a strategic roadmap based on innovative solutions, such as the "Digital Risk Premium" and "Green Bonds," to ensure digital sovereignty and sustainability for future generations.
