Obstacles to implementing electronic health records in Libyan health institutions (An exploratory study from the perspective of employees at the National Center for Health System Development)

Abstract

 

This study aims to identify the most significant obstacles hindering the implementation of electronic health records in Libyan healthcare institutions. To achieve the study's objectives, a descriptive approach was adopted. The study population consisted of all employees at the National Center for Health System Development, totaling 200 employees. Due to the small size of the study population, a comprehensive survey was conducted using a questionnaire as the data collection instrument. Two hundred questionnaires were distributed, and 182 were returned. The data were analyzed using the Statistical Package for the Social Sciences (SPSS). The study concluded that the most prominent obstacles to implementing electronic health records, from the perspective of employees at the National Center for Health System Development, were financial obstacles (mean score 4.18), organizational and administrative obstacles (mean score 4.12), and privacy and security obstacles (mean score 3.98). Legislative and legal obstacles (mean score: 3.87), infrastructure obstacles (mean score: 3.64), and human resource obstacles (mean score: 3.28)
