The impact of applying strategic management requirements on the performance level of Libyan seaport institutions

Abstract

     The growing interest of coastal states is accelerating by focusing on the continuous development of the role of their ports and methods of optimal exploitation of their activities using modern methods and advanced technology by following appropriate management systems that achieve performance efficiency and raise the level of productivity and enhance profitability returns, especially in light of the growing specifications of the modern shipbuilding industry and international trends supporting trade agreements and sustainable development, and this is related to the fact that seaports are no longer limited to They have become complex logistics centers where multiple transportation businesses are integrated and manufacturing and production areas are managed in depth in the science of management and trade. The problem of the research lies in determining the justification for the low performance outputs of Libyan seaports, which affects their competitiveness and causes the loss of market share, from the administrative and organizational side. The research seeks a series of interrelated goals, namely, to develop the level of performance of Libyan port institutions, relying on the adoption of strategic management as a modern approach in the management of institutions.

     To achieve the purpose of the research, the researcher based on the descriptive analytical method to clarify the theoretical and practical aspects of the research elements and using the questionnaire to survey the opinions of the target sample about the "ports and Maritime Transport Authority and the Libyan ports company" of 342 (223) individuals have been recovered. The research has concluded several results, the most prominent of which is the lack of knowledge of the employees of the two institutions about the goals and their participation in setting them, and the senior departments of the two institutions do not spread their message to the employees, and the reality and low level of knowledge and follow-up of employees to modern methods and trends related to Strategic thinking as a business method influences all strategic decisions with the implementation of specialized training programs for employees on the formulation of strategies.
