ABSTRACT
Exercising the right to participate in choosing the people’s representatives in presidential, parliamentary and municipal elections is one of the features and means of democratic transition and peaceful transfer of power, and this has been witnessed in Libya in recent years through the election of the General National Congress and the House of Representatives, as well as the election of municipal councils in several sessions. Libya and the Libyans agreed on a date agreed upon by the conflicting parties in Libya, to be implemented in late December 2021, to agree on holding presidential and parliamentary elections to get out of the complex political scene that has dragged on for years. The most prominent of these is the lack of a constitutional rule or agreement on it, which has further darkened the political scene in Libya and left the political bodies with expired mandates as they are.
There is no doubt that the state media today have different roles that move within internal and external frameworks, especially the Libyan National Channel, which has the responsibility to create a state of interaction and influence on local and international public opinion, by covering the preparations and equipment to support the electoral process and enhance political participation, especially during Crises, because of their great role in building bridges of communication and interaction between them and the different societal groups.
The research seeks to capture the dynamic of political participation that Libya National Channel devote by raising awareness of the importance of this process, the political participation of all segments of society, and the dedication of an educational awareness discourse. Electoral processes are affected by several factors, perhaps the most prominent of which is the unstable situation in Libya, which may undermine confidence in the elections as a path for change and an essential basis for the representation of all social groups.
The importance of the research is embodied in the attention given by Libya National TV and its coverage of the preparations for the December 2021 elections, and highlighting the roles it played from the point of view of Libyan media professionals as opinion leaders in society.
The research aims to reveal the point of view of the Libyan media workers working in Libya National TV according to the theory of social responsibility, which emphasizes the depth of the relationship between the individual and the media and the change of behavior and knowledge during exposure to it.
The research community is focused on a sample of media workers working in the channel to find out the interest of the Libyan national channel and its coverage of the electoral preparations through a questionnaire form to collect data and information that achieve the research objectives and questions.
