This study aims to identify the communicators' strategy for addressing international issues in Libyan newspapers (Al-Sabah and February), and the most important sources and criteria journalists prefer when addressing and handling these issues. This study utilized two study tools: a questionnaire and an interview. The sample consisted of 71 respondents. The study reached several results, the most important of which are: International political issues received the largest share of journalistic coverage among the majority of communicators in Al-Sabah and February newspapers, followed by international security and military issues combined. The theory of prioritization is prevalent in the minds of most communicators in the two newspapers studied during their work, as journalists work to publish and address issues according to specific principles and rules, which is known as the "publication and journalistic coverage strategy." The importance of the newspaper's general policy in addressing international issues was also highlighted by most communicators in Al-Sabah and February newspapers. This is because it is a determinant, criterion, cause, priority, and condition for journalistic coverage or treatment.
